Lessons From the Baia Mare, Romania, Spill Water Quality and Politics
Cyanide is a chemical lethal to humans in small quantities; a teaspoon of 2% cyanide solution can cause death. Due to a string of spills and accidents, this method of mining using large quantities cyanide to remove microscopic specs of gold from vast amounts of ore or crushed rock is creating more and more controversy.

Norton Mining Rule
12/1/2001
Authority to Deny Mines, Environmental Performance Standards, Taxpayer Protection, Corporate Accountability
On Thursday, October 25th, Secretary of Interior Gale Norton announced that the Bureau of Land Management would revoke the strong 3809 environmental mining rule first published in November 2000, and replace it with much weaker regulations. On Tuesday, October 30th, 2001, the BLM published the new, weak rule in the Federal Register. In doing so, Secretary Norton ignored 97% of public comments, turning her back on Western communities and the environment.

Norton Reform Letter
2/19/2002
1872 Mining Law
Secretary Norton, you have the opportunity to benefit communities throughout the West and around the country by making lasting and important improvements to mining on public lands, according to these principles. The environmentally sustainable and fiscally prudent principles we offer are consistent with every other use of public lands. Thank you for the opportunity to share our principles of meaningful reform of the 1872 Mining Law.

Six Case Studies of What's Wrong with Federal and State Hardrock Mining Regulations, and Recommendations for Reform
SIX MINES, SIX MISHAPS, demonstrates that there are still too many loopholes and gaps in BLM mining regulations. The results are troubling because today's mines are massive operations thatuse dangerous processing chemicals, and have the potential to become major pollution problems. When something goes wrong at one of these mines, it is the public's land, water, and wildlife resources that are impacted.

To The Subcommittee on Energy and Mineral Resources, Committee on Resources, U.S. House of Representatives A Hearing on "Availability of Bonds to Meet Federal Requirements for Mining, Oil and Gas Projects."
The solution involves not weakening protections against corporate irresponsibility. Instead, the government should work with the industry and other stakeholders to ensure that adequate financial guarantees are in place so that the industry is able to pay for mine pollution clean-up and spare taxpayers the cost.

Efforts by the Bush administration to obstruct last minute regulations did not block the mining rule.
